Workshop to Share What Works for Sustainable Transportation Mode Shift

November 2025

In late 2024, Justine Burt with ALTRANS started developing a new transportation demand management (TDM) workshop centered around sharing TDM tools and catalyzing more Transportation Management Associations (TMA) in the Bay Area. Justine engaged the Association of Commuter Transportation (ACT), a national TDM advocacy group with local chapters, to include the event in their September 2025 TDM Week lineup.

On September 15, 2025, 40 Bay Area TDM professionals gathered at the Stanford Research Park’s Sustainability Hub to discuss the following question.
Which tools are TDM professionals using and what policies are government agencies enacting to encourage sustainable transportation mode shift?
Various presenters shared their TDM toolkit of programs, information, incentives, infrastructure, policies or parking strategies. Presenters included:

  • John Ford, Commute.org
  • Stephen Wachter, Noa Technologies
  • Don Palermini, Noa Technologies
  • Adina Levin, Seamless Bay Area
  • Ben Pacho, City of Mountain View
  • Nick Frey, City of San Jose

After the first three speakers and the second three speakers, attendees organized into small discussion groups then came back together to share highlights with the larger group. In the process of doing so they learned from each other about what works.

The energy in the room of the inspiring speakers, spirited discussions, and enthusiastic networking left an impression that many new connections were made and attendees were looking forward to the next TDM event. If you would like copies of slides from the workshop, please email [email protected].
